IMPACT Strategies, Inc., joined SIHF Healthcare in partnership with Metropolitan Housing Development Corporation (MHDC) and St. Clair County Housing Development celebrate the groundbreaking of Vivian’s Village Phase 2 in Cahokia Heights, Illinois. This milestone marks the continuation of a shared commitment to expanding access to quality, community-centered healthcare in the Metro East region.

This new housing development builds on the momentum of Vivian’s Village Phase I, which opened in May 2025. Phase I introduced 16 supportive one-bedroom units along with a community building offering health and supportive services for residents. The project also represented the first new housing development in Cahokia Heights in more than 24 years.

Following the successful completion of Vivian’s Village Phase I, IMPACT Strategies is once again serving as Construction Manager for the project. The new phase will provide affordable housing in Cahokia Heights, including 1 duplex (2 units), 3 quadplex (12 units), 14 single family homes & 2 townhomes (8 units).

“IMPACT Strategies is honored to continue our long-standing partnership with SIHF Healthcare,” said Mark Hinrichs, President of IMPACT Strategies. “Our team’s extensive affordable housing experience allows us to help bring SIHF’s vision to life—creating spaces that make a lasting difference in the communities they serve.”

This phase represents the next step in a multi-phase development supporting both health and community revitalization in the Metro East region. Completion is expected Fall 2026.
